Orochimaru

His photo of Boruto that was in the capsule said top secret mission complete & it was obviously Orochimaru's.
So I'm thinking Orochimaru was behind this possible person implanting that eye into Boruto.

If that was the mission that was completed then it would explain how Mitsuki knew about Boruto's special eye power. It would of been explained in that mission report that Mitsuki read then proceeded to head to Konoha without returning to Orochimaru to ask about him.

Another theory is that Mitsuki himself before Orochimaru reseted his memories in the one shot implanted the eye somehow.

Or it might just be an otsusuki. Then again Mitsuki might be otsusuki DNA based.

I think the "mission complete" on the Boruto's picture in the scroll was meant to indicate that Mitsuki unlocked sage mode and now he is able to see the scroll.
Because Orochimaru & the Other older Mitsuki were trying to provoke Mitsuki and get him to transform. & When he did he'll probably steal the scroll and got away. & that was all in their plan.
