Just because we've seen Sasuke's Rinnegan in action doesn't make his more powerful by default. We have no idea what Hagoromo's Rinnegan could do.

Kurama was referring to how Well Sasuke was fusing the bijuu chakra with his Susanoo. He was talking about his skill with chakra channeling not how much more powerful his Rinnegan was.

The only Chibaku tensei comparison that can be made between them is the six paths Chibaku tensei he did with Naruto and that require Hagoromo's Seals.
