Always I was wonder if the bounties have some to do with their power and strength, if they are very powerful are very dangerous

Bounties is both for strength and threat level, so yes it's still related to strength. It just depend on knowing how to interprete them, which sadly many people on this forum fails to understand

Luffy's bounty went that high for few reasons that occured during his marineford actionsI wonder how it can be just strength related if people like Zoro and Sanji have still a lower bounty then pré skip Luffy yet would demolish him in 1 move.

A strong captain leading powerful and dangerous subordinates would receive higher bounty than if he was on his own because of the overall threat level not only he but the person who follows him could become. Every actions the crew does are put under his name. The greater the threat of the group, the greater his threat is perceived especially when he is the one taking the head of the most powerful organisations in the world.
- The ability to make the strongest fighters his allies, which as mentioned by Mihawk is the most dangerous ability in the ocean
- Awoke conqueror haki, which displayed his future potential through the world
- Known as Dragon's son who is most criminal in the world, with Whitebeard pirates supporting him, indirectly placing him as a dangerous guy that should be eliminated due to his potential
Bounty takes into consideration strength and threat level to the government
Obviously if you keep a low profile like Blackbeard did and go unnoticed, your threat level will be unknown, but the moment you receive a bounty, you are already known and acknowledged by the government and depending on your course of actions, they get gradually evaluated, so the moment you receive a bounty, the threat level you cause to the government can also be judged whether it being in terms of fighting capabilities, knowledge or other things like that
Robin's case was mainly for the latter with her ability to be capable to know the true history of the world that the WG is trying to hide, making her a dangerous threat to them, hence her "high" bounty as a young girl, although i'm still wondering why it's not higher unless maybe it's because her means to accomplish it(the strawhats in general) were noted to be lower than usual. What i mean by this is that if she was in a yonko crew for example, most probably that her bounty would have been much higher than this because they are the closest to find the red poneglyphs which would be more dangerous for the government if discovered and understood
Knowledge and world threat are also responsible in your bounties. Caesar is dangerous for the government not only because of his fighting capabilities but scientifical and governmental knowledge, with his knowledge and creation being helpful for yonkos(like currently) destabilizing power balance and endangering civilians and the government itself in the end
Logia abilities that are close to "invincible" in paradise could also be reasons for higher bounty than usual due to their threat level in this part of the world mainly with close to noone(or civilians) with the capabilities to defend themselves(Cariboo's threat level in paradise was for this reason)
Usopp got a bounty this high due to indirectly gathering powerful allies which led to Doflamingo's crew's defeat, which as mentioned before is viewed as one of the most dangerous abilities.
Of course mistakes can arrive here and there due to misinformations like in the Chopper scenario where they think of him as a pet, but in general bounties aren't really that far from the truth especially when talking about primarily fighters, so without knowledge that could threat the government, and other things like that

Other aspect could be the danger you represent to civilians. It was the reason why Kid's bounty was higher than Luffy's for example but it was only a 15million difference in the end, suggesting that even without the killing of civilians, his bounty should have still been around the 300 mark. In a sense Jack is like Kid except more powerful and dangerous not only for civilians at this point, which explains his particularly high bounty but you also have to take into consideration the fact that it was mentioned that past 300millions, it's harder to get an increase(and maybe there is even another barrier in between), so i doubt the civilian threat alone would increase his bounty to this point and besides, to be a threat you need strength in the end
And Jack's bounty was justified the moment we saw how he could fight absolute beasts like Inuarashi and Nekomamushi one after the other without slowing down for 5days and shortly afterwards attacking a convo with 3marines powerhouses, sinking 2of their ships, coming back moderately injured. The yonko organisations are one of the pillars of this world, that's why their strongest commander introduced thus far range from 800 to billion in terms of bounty. They are that powerful and dangerous. It's a scale Oda respect for their strength and threat level
