Naruto will always be faster. Remember Ai made it clear that when it comes to speed enhancement jutsu the more chakra you add to the jutsu the faster you become. Naruto can always add more senjutsu chakra to further enhance his speed. When Naruto fought Sasuek at the VOTE2 he was able to match Sasuke's power, who was using all the tail beast chakra, with senjutsu chakra. Naruto can easily use that same amount of senjutsu chakra or more to enhance his speed.
