It almost 100% is an Ootsutsuki, hence the eye power and communicating to someone while they are unconscious, like with Naruto, Sasuke, and Hinata. Question is what that person is trying to do? It may be possible that person gave the eye to him, but seeing as how he's had it since ep 1, that's likely not the case. Or it could be that the person gave the power to him THEN started visiting him in his dreams?

It also begs the question how they're even gonna investigate the ghost if it's only around in Bolt's dreams. Maybe Ino will use her psychic abilities? Also, the fact that this is being introduced while the Nue plot still hasn't been resolved means the two might be connected, which furthers the notion that Mitsuki is related to the Byakugan aliens like Bolt.

Most definitely an alien, either a Toneri-type or Momoshiki-type. I think Boruto's is kind of different because Naruto/Sasuke/Hinata were either dead/unconscious, or in Hinata's case, was conscious when they talked to Hagoromo/Hamura.
The episode translation when Yagamati released it said that the person showed him an eye technique, but considering Boruto's Dojutsu has been unconsciously activating itself since the weird chakra came, it's pretty clear that the mysterious figure didn't give him anything. More over since Boruto believes he can activate his Dojutsu (which he believes to be a Byakugan), after the dream, and fails to do so. I'm thinking that the dream was misinterpreted, and that Boruto had no idea what was really going on/being said, but thought it had something to do with him activating his eye.
The thing is from a reader/watcher narrative, we already knew Boruto's Dojutsu wasn't a Byakugan, but I think this was important for him to realize that without a doubt, what he is seeing, is not something that is due to him having the Byakugan-Dojutsu.
So overall this most likely is going to end without really giving a clear explanation on what his eye is, but the setup is real.
