It's because Frieza is much stronger than Cell now (though the garbage DBS writers would probably have Cell train for an hour and become SSB level if they wanted to bring him back)

I wanted Cell because we already saw Frieza's return. DBS has proved they don't care about power levels so they can just make up some BS that'll make Cell god level or something lol. They already did that for 17 and we're going to see that happen with ultimate Gohan. At the very least I wanted Buu to fight again.
