I think he's making the most logical assumption, because quite frankly, who else can explain what that is minus maybe Orochimaru?

Boruto can't just wake up and say "I have the Byakugan-rinne-sagian!" lol -- Half of his blood line stems from the Hyuuga Clan.

But I think what the anime team is showing is that Boruto's Dojutsu isn't orthodox. In fact, according to Episode 9, everyone is trying to force it out of him, but it doesn't work. This makes him look like a liar.

This is probably why Boruto doesn't talk about his Dojutsu in the future.

Bolt being unable to awaken his eye despite trying to force it open may even hint at him somehow being cursed since birth. Maybe by Orochimaru? I mean, there has to be SOME reason why he has an interest specifcally in Bolt.
