Honestly, the Jyuuken requires someone to be able to channel chakra to their fingertips and hands, which is an ability usually only a Jonin can do, or Hyuga trained in the gentle fist.

If I remember correctly, Himawari has had no such training, so logically speaking this shouldn't even be taken seriously. She has no training and shouldn't be able to channel chakra to her hand to make such a strike. Just stop taking comedy relief seriously just to prove a point. We all know Obito would destroy the Hyuga if he could handle the Police Force by himself.
