vulpini is talking about power levels like how Itachi is mid kage level even though he's not a kage of any sort.
OP: I tink Ino's a jonin. I remember her wearing a jacket in the Sarada Gaiden. I also think Choji, Hinata and Kiba are jonins but I don't there was confirmation for some of them though.

(About Boruto's generation: Momoshiki/Kinshiki interrupted their chunin exams, so nobody is known to have been promoted. It would make sense though for some people like Shikadai or Mitsuki to be promoted in the same way that Tsunade promoted Shikamaru)

At the end of the day rank doesn't matter. It most def. is not a testament of ones full power.
Hinata for example, while being Chunin could wreck some of the Jonins listed. :sigar:
