The uchihas had Hagoromo's tablet to guide them and unravel the mysteries of sharingan. Then there was Black Zetsu who was there to take advantage of Indra transmigrant's butthurt and manipulate them to free Kaguya and to do that educate the transmigrants about what exactly their sharingan was capable of. Not to mention the uchiha clans lust for power and their violent past to achieve just that also plays a role. If not for all these things, I don't think the uchihas would be aware of the capabilities of the sharingan to the extent they were.
Now compare that with the hyugas, Hamura left earth, didn't leave anything to guide the hyugas or to make them aware of the byakugan's true potential. And the hyuga's maintained a tight control over their powers and held the clan together. So basically there was nothing for the hyugas to learn from or to guide them. Whatever techniques they have they developed or discovered them over time. Then comes Kaguya and shows us what exactly a byakugan can do, then Hamura's people on moon who were able to awaken the tenseigan and Toneri even had his own SM and finally the arrival of Momoshiki and his time stopping abilities (not sure if that was using byakugan or not).
So coming back to the OP, potential of a doujutsu may vary depending on who is using it. But based on abilities and from what we've seen from both the doujutsus I'd go with the Byakugan.
