The restrictions are stupid, especially considering their opponents listed, at least those I'm familiar with. Anyway, I'd say all except adult Naruto and Sasuke. SM Hashi, Kaguya and DMS Kakashi stomp them as well.

Kinshiki > EMS Sasuke.

EMS Sasuke didn't display PS until he got his Sage upgrade (unless I'm forgetting an instance). So he'd just have legged Susano'o. Edo Nagato and Itachi can contend with that. Preta negates Amaterasu.
