im sure kohona in all its dark stories had experience with transplanted sharingan. and they pretty sure knew it wasnt as powerfull as the real deal, and that it wouldnt be able to control the kyubi. instead they should have used some uchiha which they still knew to be loyal. (if there were any) but i guess it all just happened to fast. even if they had some uchiha double agents, konoha would have been destroyed by the time they arrived...
