I have no idea why he would be evil or even appear but yeah, the similarities are huge. The tail is clearly in the shape of the chakra snakes that are controlling Konoha folks, which are also equal do the snakes in Mitsuki Sage mode, so probably this is something from Orochimaru or it is another one of his creations that went rogue.

I don't exactly like the idea of Orochimaru having a spotlight on this new series but it could very well be possible that his trash is running wild and free in NV.

Lets not forget that when Enma disappeared, he took Kusanagi with him and later Orochimaru recovered it out of nowhere...
