Shyness has nothing to do with weakness. I can give you many examples of characters who are "shy" but still strong.

She is fodder simply because she is. She never worried about training or getting stronger or even becoming a good shinobi, all she could think about throughout 700 chapters was Naruto.

We know Hinata train during part 1 even when no one ask her to train and before the end of part 1 she trains with Neji and her dad.
