Lets just disregard the fact that it wasn't in the movie
It's actually very simplistic when i broke it down as to what and what this eye really is and how he has it.
First of all it is an infusion . Lets do some mapping here.
This eye resembles the Tenseigan HOWEVER, i think its a hybrid from the mixing of DNA and chakra.

.Naruto: has the body/chakra of Hagoromo and Uzumaki DNA. That in itself is a hybrid even though everyone from that lineage, Uzumaki and Senju, all stem from the Otsutsuki clan; more specifically, Hagoromo. . It's also how he was so helpful in weeding out the white Zetsu clones in the war. But we know Naruto can't SEE any of this like Sasuke can. Ill also come back to this point too..Hinata: Has the Byakugan and of course her lineage is from the other side of the Otsusuki family, Hamura, the brother of the sage. We've seen in the The Last: Naruto the movie, which IS canon, that the natural evolutionary state of Byakugan is Tenseigan. Requirement for that is you have to be a descendant of Hamura and obtain the Byakugan from a pure Hyuga. Toneri met those requirements. Bottom line is that Hinata is as pure as it gets as a Hyuga. Byakugan can see chakra and chakra movement.
Boruto: I believe that Naruto has passed on the ability to sense malicious intent to Boruto and Hinata has given him the means to see the manifestation of that malice. This all makes sense seeing as in recent activities, Boruto can see what is assumed to be chakra but can only ever see malicious entities, so far. This can be seen in recent episodes. I think that Boruto, having a mixture of:
-Pure Ootsusuki Chakra
-Hyuga Chakra
-Uzumaki Chakra
-Karuma empath trait
He is the first of his kind so it makes sense that a mixture of unique chakra and Byakugan gives you a new Dojutsu. Its also not something that is always active but, currently, it ONLY activates when that entity is present. and Boruto is slightly unaware of his power. It also makes sense why no one else can sense or see it, that ability i think he has acquired from Naruto. You could argue the only reason why he has it in one eye is because both parents aren't of the same clan.
I also believe that it is a watered down version of the Tenseigan but in its young stages births some abilities from Byakugan. The Sclera is only black from the unique fusion, it needed to be shown just how unique it is and i think the best way was to add something like that. Give it time and new abilities will more than likely manifest. There will possibly be stages.
