You all do realize Neji's father is Hizashi, not Hiashi, right? Anyways, since he was revived for Edo Tensei unlike Fugaku, that's already a testament to his strength. Moreover, he was sad to be equal to Hiashi in skill, so even if he doesn't have Rotation/64 Palms, his Air Wall Palm would be enough to kill Fugaku instantly. His taijutsu and speed would also be on Hiashi's level, and Hiashi himself was superior to Neji, so again, Hizashi wins.

Fugaku was the head of a clan stronger than the Hyuga clan, so I don't see how Hiashi is stronger. We barely know anything about Fugaku besides the fact that he was feared in the war for his genjutsu abilities, which were probably inherited by Itachi.

Too bad Genjutsu is fodder against Byakugan.

If u have ever read the Manga(Naruto VS Neji) u would know that Hizashi and Hiashi were almost at the same lvl and the reason why Hiashi was Chosen as Leader was that he is older Brother. it has nothing to do with power in this case. well after time skip Hiashi would surpassed his brother ofc, bc Hizashi died younger.
