Well i think that The existing answer didn't seem satisfactory, so I'll try to give you my opinion.
You see, Kaguya, the progenitor of all chakra, the one who ate the chakra fruit, possessed a fusion of the Rinnegan and the Sharingan in her third eye, along with the Byakugan in her pair of eyes. The Dojutsu that Kaguya's Third Eye possessed is called the Rinne-Sharingan.
When Kaguya had two children, one received the Sharingan that would later develop into Rinnegan (Hagoromo inherited this) and the other, Hamura, inherited the Byakugan. The Byakugan develops into the Tenseigan in Hamura's descendants.
Now that you know the history, on to your question - which is more powerful?
As we all know, there is hardly anything ever mentioned about Hamura, apart from the odd mention or two. On the other hand, Hagoromo is of legendary status among ninja of every land. Hagoromo is the one who can control the flow of chakra to go into the future and past. Hagoromo is the one into whom the Ten Tails was sealed. Hagoromo is the one who split its power into nine different parts, thereby creating the Tailed Beasts. This is the level of power that the Rinnegan gives. The Tenseigan, on the other hand, is a like a level up of the Byakugan - it has always been part of the branch family.
You see, to seal the Ten Tails and/or defeat Kaguya, both Hagoromo and Hamura's powers were equally important, i.e., the Rinnegan as well as the Byakugan/Tenseigan. But if we're talking about power, the Rinnegan has always been stronger - Hagoromo Ootsusuki was the Sage of the Six Paths, not Hamura Ootsusuki.
