Iirc Kishimoto said that chakra did nothing for her. All it did was maybe boost her natural reserves.

Higher reserves mean more speed. Not to mention its more potent than normal Chakra since its Rikudo Chakra, and more potent Chakra means stronger techniques.

Reason being that Hinata is referred to as a Master of the Gentle Fist in part 3, so there's no reason to believe someone who's being referred to in such a way wouldn't know Rotation. Although I'm not exactly sure what the original Japanese says, so I could be wrong

OT: if hinata can learn twin lion fists (which the databook calls one of the highest levels of change in chakra form) then there should be no reason why she couldn't perform palm rotation...especially since she's part of the main branch...this is my unbiased opinion
