even if he can't back up everything he still does most with manga facts.. unlike you guys who still think that strength or badass = character development or trying to make us believe something out of your asses is what oda has said

I don't care about character development. You can think of what you want about it lmao. Not at all. If your argument is solid enough, then I won't argue against it just for the sake of arguing. I've replied to people saying "Fair point" and left it at that before. I'd usually ignore such a post but considering i'm bored myself at the moment, let's start then with a simple thing concerning bounties.

1. Bounties represents strength + threat level(mentioned by Kuzan). Your strength as a pirate can be judged to be too dangerous to be left rooming free on sea and thus a high bounty could be placed on your head representing that. If besides that, you also are directly dangerous to citizens or the world government in itself, your bounty could grow higher, but without strength even your threat alone can't give you too high a bounty and Robin is an example of that, hence why despite being the only one who could read poneglyphs, she had quite a high bounty for her age, but still low enough not to attract attention, especially by the big guns in the new world(yonkos and co) who are the closest to those poneglyphs and thus closer to raftel. There are also case of newbie pirates as mentioned before where their threat level only concern what they currently accomplished with them still growing more powerful and more dangerous as opposed to established pirates like the yonko crews who already stagned for decades with their bounties more or less being fixed to their established level and representing a more accurate round around their perceived strength

2. With bounties = Strength + Threat level, it obviously also means that for primarily fighters like the yonko commanders, their bounties entirely represent both their strength as well as the danger they are to the populace. Powerful potential powers could also lead to that. Logias who are invincible in paradise(due to no one having haki to hit them) would be perceived as more dangerous especially the ones with the dangerous mindset like Enel(god like mindset) or attacking the marines(like Cariboo). But even in all this, strength is still involved. It's just that the higher your strength, the higher your threat, hence why even with someone with crazy mindset like Kid preskip only had 315millions berry when someone with similar mindset like Jack has a billion berry bounty. It's because even with that mindset, Kid was no threat to strong enough islands when on the other side, Jack has similar if not worse mindset while having the strength to terrorize majority of the islands in one piece, so threat level is counted, but backed up by strength


3. The power to attract allies is the most dangerous in the world(Mihawk mentioned that), hence why because of that, captains in general are perceived to be higher threat than their subordinates since they are the leaders of the group with followers he created and thus with a bounty generally taking into consideration the entire danger of the group in itself. So it's why the lower you're in the hierarchy of a crew in the government eyes, the lower will be your bounty especially since unlike the captain who usually goes taking heads of organisations, the lower crewmates usually take lower crew members and thus dimishing their actual threat potential compared to a captain. It's also one of the reasons behind Luffy's increase in bounty in marineford(the capability to gather allies protecting him) alongside the potential behind his conqueror haki. It's also the reason behind Usopp's dressrosa's bounty with the threat he caused to Doflamingo's group as a whole, attracting multiple gladiators allies thinking of him as a god which led to an entre army facing the donquixote pirates and ending up being viewed as having a dangerous power in the marines' eyes

4. Unknown pirates can have no bounties when the government doesn't notice them(this is the case of Blackbeard), but the moment they get a bounty, they are placed under their radar and their bounties are each time reevaluated depending on their doings

5. There could be mistakes in bounties due to misinformation, which is the case of guys like Chopper where they think of him as a pet and didn't know he was the monster who defeated Kumadori in Enies Lobby

This is exactly how bounties go, i can tell you that much. Now you can continue with your argumentation just for the sake of it

NONE of these are things that I haven't said myself or hasn't been said before. NONE of these things has proven that Katakuri's bounty is an indicator that he's the strongest of the Commanders. While this function as a good argument as to how the commanders could be close to power due to how close their bounties are, it still doesn't close the window that threat level could be causing the gap over strength. What have we seen from Katakuri and Cracker, in comparison, to make that call one way or another?

Okay, first off...higher bounty indicates that Katakuri's higher bounty is an indicator that he's the strongest? That's what you're telling me rn?

So Hancock was the strongest of the original Shichibukai? Shanks is the weakest Yonko?

And the highest threat thing has nothing to do with Katakuri's combat power. Katakuri could be as weak as Usopp, but pose the same threat if his CoO is kept the same. What makes him the biggest threat is something that requires nothing more than Katakuri speaking to Big Mom, so how does that translate to power?

What? When have the Vinsmokes ever been shown to be scrubs? Their portrayal so far in the series is the same as Katakuri's or the Gorosei: Zero. There has been nothing to place them in the powerscale thus far, so this argument that they're scrubs or have been portrayed as weaker than Katakuri is supported by nothing but your bowels.

As Riker said, Katakuri can still be the highest threat to the party regardless of strength.. it's his CoO that makes him dangerous to the plans..
