Welp, I don't remember it ever being described as used specifically to kill like chidori. That being said konohomaru, jiraiya(I think he got one without sm, not sure) and naruto all took out pain bodies with normal rasengans... which honestly thinking about it should be harder than just killing a normal human. Either way tho like i said I don't think it's really considered a "killing" tech
