No one bats an eye when 12 year Naruto turns into naked women. But all thee sudden lines are drawn when it's a skirt and heels.

You can't just judge characters by the way they dress. Just because Sarada is dressed like that, doesn't make her a ****.

By your logic she's a stripper. Naruto is also a sexual deviant who preys on the lust of older men at the ripe age of 12.
The real problem is she already had a decent design drawn by Kishi and unlike everyone else who he had most changed their designs slightly, the new mangaka completely changed her outfit to this abomination so of course people are really going to notice.

Kishi and Ike have different views but he's been with the series since day one. He's taken over the series and this is his vision. That's going to have to be accepted. She's not the only one who designs were altered more than slightly. That's just the only one that seems to stand out becuase of how you feel about it.
If this is where you draw the line you should have done so the moment a 12 year old turned into a girl to prey on the lust of older men and trick them.

Her dad is immune to poisons and her mom is well versed in toxicology. A kunai will rip through clothing just as easily as skin.
She can walk on water and walls and has sharingan. I think she can handle heels.
No one has looked like a ninja for decades. Not to mentions ninjas in real life never wore all black. They dressed as the roles were needed and were often unassuming. Farmers, shopkeepers, civilians etc.

The same way Madoka Magica is lolicon bait. Compare the girls of Magica (who are all 14), with the girls from Sailor Moon (who are also all 14). It's all in the way an artist draws a character. Putting Sarada is a miniskirt and 6 inch heels is loli bait. Compared to Kishi's original design and SP's version of Ikemoto's outfit, there really is a stark contrast.

Uh yeah. Naruto being a perverted 12 year old was apart of his character. However, Naruto never transformed himself into girls his own age, nor did he spy on adult women for material. Naruto always made himself an adult woman with a full bust size. Kishi taking inspiration from Japanese lore about Kitsunes (mystical foxes) transforming into women to seduce men.
Does that make Naruto bad, or Jiraiya, Hiruzen, and Ebisu bad for being grown men and seeing Naruto perform his jutsu and being turned on by it?

Maybe she dresses promiscuously to lure her targets in and assassinate them, I can only hope. If she actually killed people (unlike Team 7) that would be pretty awesome and the Assassin role would fit a Sharingan user perfectly.
