1. What you explain to me Winged dragon of Ra effect :

- If you normal summon him his ATK and DEF will be summary of ATK and DEF of sacrifised monsters right ?

- Lets say you normal summon him and he has 3500 ATK points. Is it true that you can still sacrifice additonal monster to increase his ATK / DEF.

- If you normal summon him can you still pay your life points to increase his ATK/DEF ?

2. What is Slifer the sky dragon effect ?

For Ra you have to make a sacrifice to summon him. The number of sacrifices you use is the number of attack power it'll get.

Also like all others you can still sacrifice to give it more power.

Ra you can also use monster reborn and summon it and sacrifice your life points to activate it's special ability(phoenix form) but it'll still have 0 atk but can still destroy said monsters.

Slifer can use it's 2nd mouth and drain monsters energy iirc and add it to it's own.

Winged Dragon of Ra said:
Cannot be Special Summoned. Requires 3 Tributes to Normal Summon (cannot be Normal Set). This card's Normal Summon cannot be negated. When Normal Summoned, other cards and effects cannot be activated. When this card is Normal Summoned: You can pay LP so that you only have 100 left; this card gains ATK and DEF equal to the amount of LP paid. You can pay 1000 LP, then target 1 monster on the field; destroy that target.
You pay extra LP to destroy another card on the field but the card itself isn't worth jackshit by itself. If you don't pay LP it sits there with no attack points and if you want to destroy shit you can't use the effect because you lose your remaining LP if you try.

Once per turn, during the End Phase, if this card was Special Summoned: Send it to the Graveyard. This card gains 1000 ATK and DEF for each card in your hand. If a monster(s) is Normal or Special Summoned to your opponent's field in face-up Attack Position: That monster(s) loses 2000 ATK, then if its ATK has been reduced to 0 as a result, destroy it.

Both of the above answers are incorrect depending on the card you're asking. If we're talking the original, un-nerfed anime Ra, then the effects are as follows:

This card cannot be Set. This card can only be Tribute Summoned by Tributing 3 monsters. The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps and other monsters' effects cannot be activated. While this card is on the field, control of this card cannot switch and it is unaffected by the effects of Spell Cards, Trap Cards and other monsters. The effect of "The Winged Dragon of Ra" only affects this card for one turn. When this card is Special Summoned from the Graveyard, it is sent to the Graveyard during the End Phase. This card can always attack during the turn it is Summoned. This card's ATK and DEF are equal to the combined ATK and DEF of the monsters Tributed to Summon it, respectively.

Once per turn, you may pay 1000 Life Points to destroy all monsters your opponent controls. You can Tribute monsters in order to increase this card's ATK by the Tributed monsters' ATK. You can pay any amount of Life Points in order to increase this card's ATK by the amount of Life Points paid. If you use this effect, you can send one "De-Fusion" in your hand or under your control to the Graveyard in order to reduce this card's ATK to 0 and increase your Life Points by this card's prior ATK. You can activate this effect at any time.

During either player's turn, you can pay 1000 Life Points to transform "The Winged Dragon of Ra" into its Phoenix Mode. Until the end of the turn this effect is activated, the ATK and DEF of this card are reduced to 0 (the ATK and DEF of this card return to their respective values prior to this effect's use) and it gains the following effects: ● This card cannot be destroyed by battle, and you take no Battle Damage from battles involving this card. ● This card cannot be targeted and is unaffected by the effects of other monsters, Spells, and Traps. The effect of "The Winged Dragon of Ra" only affects this card for one turn.
If we're talking the actual real life card from the OCG/TCG, there are 3 versions.

When Normal Summoned, other cards and effects cannot be activated. You can pay 1000 LP, then target 1 monster on the field; destroy that target.

Cannot be Special Summoned. Requires 3 Tributes from either side of the field to Normal Summon to that side of the field (cannot be Normal Set), then shift control to this card's owner during the End Phase of the next turn. Cannot attack. Your opponent cannot target this card for attacks or by card effects. You can Tribute this card; Special Summon 1 "The Winged Dragon of Ra" from your hand or Deck, ignoring its Summoning conditions, and if you do, its ATK and DEF become 4000.

Cannot be Normal Summoned/Set. Must be Special Summoned by its own effect, and cannot be Special Summoned by other ways. If "The Winged Dragon of Ra" is sent from the field to your Graveyard while this card is in your Graveyard: Special Summon this card. Cards and effects cannot be activated in response to this effect's activation. This card is unaffected by other cards' effects. You can pay 1000 LP; send 1 monster on the field to the Graveyard. Once per turn, during the End Phase: Send this card to the Graveyard, and if you do, Special Summon 1 "The Winged Dragon of Ra - Sphere Mode" from your hand, Deck, or Graveyard, ignoring its Summoning conditions.
As for Slifer, his anime effect is as follows:

This card cannot be Set. This card can only be Tribute Summoned by Tributing 3 monsters. The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. While this card is on the field, control of this card cannot switch and the card is unaffected by the effects of Trap Cards and Effect Monsters other than “Obelisk the Tormentor” and “The Winged Dragon of Ra”. The effect of “Obelisk the Tormentor” only affects this card for one turn. The effects of Spell Cards only affect this card for one turn. This card cannot be removed from the field by the effects of Spell Cards. This card’s ATK and DEF are equal to 1000x the number of cards you have in your hand. When a monster is summoned to your opponent’s side of the field in Attack or Defense Position, decrease its respective ATK or DEF by 2000. If this reduces that card’s ATK or DEF to 0, destroy that card.
The real life version has the following effect:

Requires 3 Tributes to Normal Summon (cannot be Normal Set). This card's Normal Summon cannot be negated. When Normal Summoned, cards and effects cannot be activated.

Ok this explained everything except : does this original un-nerfed version still follow this :

It explained that too.

"This card's ATK and DEF are equal to the combined ATK and DEF of the monsters Tributed to Summon it, respectively.*"

Yes, it does.

Yes, it does.
So they removed that, removed ability to tribute monster to already summoned Ra .

Now by paying 1000 life points he destroys only 1 monster but before he could destroy all monsters on field right ?
