When he states "Ocular Powes" he is referring to his ability to see more than another man can. Remember, Sharingan is an eye that mimics and copies the "nuances" of the body. He definitely wasn't alluding to literally his eyes. He was more praising his clairvoyance/acumen/distinct perception than anything else. Itachi was always a little better at perceiving things than others.
