when Nagato used his rinnetensei to revive those who he killed....his rinnetensei no jutsu could reach njiraiya's soul and revive him...

Jiraiya couldn't have been bought back because his body was irrecoverable.
The toads could find him because he was untraceable and at the bottom of the sea/ocean
Jiraiya wouldn't have survived being stabbed in the back 6 times and then having is throat crushed, if he did, he'd drown or die from the pressure.
Jiraiya has already tried to stop Orochimaru and failed multiple times therefore that part of the argument is invalid
The rinnetensei couldn't have brought him back because you need the body and it has a range
