Ay was a terrible shinobi

I hate to say it but the Fourth Raikage was indeed a terrible shinobi and a terrible Kage.

Irrational:
Wreckless:
No analytics
No strategy

His only means of combat was punching and blitzing.

If you look at all his fights he would have surely died due to:

No intel or refusing to use intel.
Not taking time to think things through.
Not waiting to see what his opponent was capable of.
Suicidal attacks with no guarantee of victory.

Had he been a normal Jounin or a simple S rank ninja it would be stupid but understandable to a degree

However, as a Kage it is your duty to know your enemy especially one as deadly as Minato and MS sasuke.

He was by no means a bad Shinobi. While he was rash, emotional and short tempered he was still a smart, decisive man. Under his lead, Kumo became one of the most powerful hidden villages, arguably stronger than Konoha in Part I and maybe even start of Part II. He was also an extremely powerful Shinobi, extremely fast etc. He was groomed to be the Raikage since he was a kid and he did quite well if you ask me

And? Assuming Sasuke was around Naruto's level when he and Ay fought than that would put him above Kage level. Added to the fact of his advantages in genjutsu, kenjustsu and maybe even ninjutsu it is rather easy to understand. Remember, Jiraiya>MostKage, Pain>Jiraiya, Naruto>Pain, Naruto=Sasuke(ish) so the fact that Ay couldn't beat Sasuke doesn't make him any worse of a Shinobi
