Bashing the character for things she does in-universe isn't blaming her. Although I do think a lot of the other female characters were underutilized solely because of Sakura's lack of character. Like, imagine if Hinata, Karin, or Ino were to have gotten proper development while Sakura was left in the dust. Would reflect bad on the author, so due to Sakura being a failure, she dragged pretty much all the woman down with her. You can tell the dude so badly wanted to do more with those three, but was hesitant to do so out of fear of them outshining Sakura as characters.

Well, that's just my assumption, but that's how it appears to me reading the manga.
