No that's your self-made limited definition.

A Susanoo for example is the strongest ability available to those who have awakened the Mangekyō Sharingan in both eyes (it's legendary by definition). Any attacks involving or deriving is legendary. Again keep your stipulated short hand definition and stop discrediting manga facts.
