I will put my oppinion and wait yours.

So, in 9 steps:
First, let's find a main character (MC) with sauvage personality and cheeky behaviour with anything implies authority, draw him in a catchy way and make him a positive and self developing person. He sould have a big dream. He has usually the age of the readers.
Second, find him an antagonist or a bunch of bad guys who can be beaten by him as the plot is in progress.
Third, fill up the verse with pals, brothers, friends, teachers, cute/hot girls and insert some suspense about love hints with no future details to make the reader curious.
Fourth, put MC in several dangerous moments to create the reason for him to grow.
Fifth, create paralel actions and switch the panels to give the reader the intensity of the quick events.
Sixth, make a moment when the MC is on verge of death and save him by a plot twist.
Seventh, after a huge tension, release the bomb over the audience and make all brain explode by something unexpected. You can put in the end the solve of the plot with partially happy end because is not a fairy tail. Obvioulsy the MC fulfills his dream.
Eighth, mix in some legends all over the world
Ninth, not the last, bring the drawing to the higher level and make it to be understandable but not silly easy.

and you forgot plottwists :axedance:
Nope. But i put just one in 7th point
That isn't only a recipe for average shounen, but also for the 90% bs coming out of Hollywood.
Indeed, i didnt think about it but is true. The art to insert life in the receipe brings its succes though. And Hollywood has much experience in it.
To put it in movies is a lot easier than in mangas.

taht page alone > shounen
tokyo ghoul is love.. or atleast read some real shounen like kenshin for example
Rurouni Kenshin;Yu Yu Hakusho;GinTama;Hiatus X Hiatus;Fullmetal Alchemist are some of the shonens that actually do justice to story

then we have few shonens that literally tries to ripoff other manga's

HxH is actually the best developed story in general that i've followed, in anime, manga or any kind of series. Specially during the chimera ant arc (the backround philosophy about ants and humans, showing how humans are literally scum compared even to the chimera ants.. the gungi keyboard with Komugi representing humanity using a tactic to isolate the king, etc..). Not even in seinens have i found something as good as that.

So how to make a japanese-style actions series?

1. Don't be Fairy Tail or Akame Ga Kill.
2. Be original and not the next DBZ clone

With these, your shonen should be a t least decent.

For battle series, just be like JoJo/HxH/Toriko and you're golden. Not a fan of Goku clones MC's so avoid that. Be creative like the three series I just mentioned.

Toriko took a lot from HxH , and it has some shades from Naruto. I honestly don't think it's golden.

Toriko took a lot from HxH? What shades from Naruto? Eh, trust me, it's a stellar manga. I don't think it's better or as good as HxH but it's definitely great and underappreciated.

Creativity is very important. When the mangaka feeds the imagination and curiosity of readers he is succesfull.
I do not intend to make a manga myself, though :) but when i read many mankas i found some patterns.
