Burgess is definitely not one of BB's top 3 commanders, so he might not surpass Jozu.

We don't know that for sure but you're right he may not, I think he will though. He's been hunting DF's too so he could get one down the road. Right now the ID recruits might be and probably are above Burgess but I think Burgess, Doc and Auger will be his strongest crew mates when they clash with the Strawhat's.

Not Vista, Shilliew no doubt can take him out probably a couple more on BB's side as well. Jozu would be a major problem though considering the only guy who could be stronger than Jozu in the powerscale (Shilliew) has a terrible matchup against him.
