Not sure tbh. We haven't seen the seal before, so its hard to gauge. It doesn't really make sense to me because of how the seal operates... like how is the blue seal a representation of Momoshiki's power?
I'm gonna go full speculation mode. That's probably the way the seal is designed, although i'm not sure if momoshiki created it or if it's passed down. It turns blue when momoshiki's chakra is in use, i guess. That could be his chakra color too.
For example, if Naruto was to pass down his power through a seal, wouldn't that seals power be a representation of Naruto himself? As in the person with such seal being capable of using Naruto's abilities? When I look at the seal, I see it operating for its own use rather than Momoshiki's power; Which is something only he can access to with a Rinnegan.
I was thinking it would just give boruto a big stat boast, not necessarily give any abilities, just chakra to increase boruto's power when it's activated.
From my perspective the nature of the seal is supposed to be a mystery. Every seal operates for a specific use, whether it is to store Nature Energy, Seal something or someone, or trap/enslave someone.

On that note the seal was created by Momoshiki's chakra, but I don't think that the seal is 'just' his chakra. It definitely has a use, because Momoshiki to me doesn't seem like a guy who just wants to hand someone who he called an 'inferior creature' a second ago power. lol
Well, he could've done that as a final middle finger to boruto for killing him, it could worsen boruto's already-supposed messed up future . His attitude towards boruto did seem like it changed though.
Looks like he wants to manipulate Boruto onto a path because he saw his future, or, the seal has a drawback that may **** him up later (I-E - Revenge).
Yeah, i was thinking it could be some kind of ulterior motive.
