The most probable reasoning for this, is because the Hōzuki Clan's Hiden isn't nature/chakra based — The user merely uses their body's existing water reserves. This could also be the reason behind Suigetsu, and Mangetsu carrying water bottles for constant hydration (while Gengetsu didn't due to his composition being both a water, and oil fusion), because their innate ability depletes their bodies, causing dehydration, strengthening the premise that this Hiden, is in fact innate/non-dependent of chakra.

That's exactly what I'm trying to get at. The only reason the element wheel at the top right identifies it as water is because it revolves around the use of water.
Also, I'm pretty sure that you're exactly correct with the water bottle. I think Suigetsu explicitly stated that as the reason he needed so much water.
Its nothing like kido's jutsu which is formed via sweat and saliva.Nor it is a KKG and all its its derivative jutsu uses water element

kido's jutsu is not elemantal style nor it was said it belongs to whole clan unlike Hozuki's
nor derivatibe of its jutsu are listed as elemental style unlike hydrification.
