I don't believe there was anything stated in the Movie in regards to Hinata having any dormant power. It was just the Tenseign dojutsu that was taking a while to become complete until he fought Naruto for like the second time.

Hamura gave the equivalent of Rikudou chakra which is what Sasuke has. The chakra given to her is not quite the same as Six Path Senjutsu which is what Momoshiki wanted.

Hinata could bypass that defense, but Her power alone was not strong enough to damage the weapon. She had to combine her Chakra (nullify the absorption curse) with Naruto's Chakra (Destructive power) to destroy the weapon.

She did this again to stop Toneri from absorbing Naruto's Chakra at the end of the Movie

Hamura gave her nothing...

Oh i see & yea because Hagoromo isn't a full ootsutsuki & even then it's still small compared to the bijuu chakra. Kaguya became a goddess because of the chakra fruit & the Bijuus are the separation of that. If anything, the chakra fruit far surpasses anything that the ootsutsuki have, otherwise they wouldn't have come in search of it. So in conclusion, that's the reason why they are after Jinchurikis.
