Oh i see & yea because Hagoromo isn't a full ootsutsuki & even then it's still small compared to the bijuu chakra. Kaguya became a goddess because of the chakra fruit & the Bijuus are the separation of that. If anything, the chakra fruit far surpasses anything that the ootsutsuki have, otherwise they wouldn't have come in search of it. So in conclusion, that's the reason why they are after Jinchurikis.
