Like they have huge bounties of yonko crew and first rate pirates but no strong bounty hunters to cash in and I doubt the marines are getting the bounty because that's insane (I am a marine and orders are kinda absolute) there is no need for bounties. Maybe pirates turn each other in to brokers for reward but the government shouldn't want to fund pirates right?

My rant/question is why put money out there that no one is going to cash

I think Shichibukai get the bounty of pirates when they beat them.
Also the villagers most probably got some money when they gave the tip to the marines that Fisher Tiger was there.
Marines most propably get promotion when they catch/kill some big guy in OP.

You raise an excellent question. I'd agree that Shichibukai would get it in cash, and Marines would get a promotion to a suitable rank. Pirates, as we've seen, get a higher bounty in accordance to their feats, but as you said, notorious crews and captains wouldn't be able to cash in the bounties of their enemies. I think that the Marines and World Government actually are counting on that, as why would they want to pay out? Say someone took down a Yonko. The WG doesn't pay them, and they just put a bounty on the crew.

That's smart until some law abiding citizen goes to cash in on that bounty and they don't have the money

I know right?!?

I always wanted to see some type of strong Bounty Hunter character(s) in OP..

Imagine someone of Zoro's caliber being a Bounty Hunter (never joining a Pirate crew) and then we get to see that character succeed in defeating someone with a high bounty, and then goes to the Marines/WG and cashes out big time.. that would be cool.. even if it was just in one arc, I'd like to see something like that happen.

Zoro was a bounty hunter. Even though that was never elaborated on much in the manga, as Zoro joined soon after he got introduced, but in the anime there are a few flashbacks that bring this up. Then you also have his 'kouhai' Johnny and Yosaku, who were likewise bounty hunters and were quit proud of it too. This was obvious in the manga, but again this was elaborated more on in the anime.

One of the main occupations of Crocodile's former organization, Baroque Works, was bounty hunting. The entire population of Whiskey Peak consisted out of bounty hunters as it was their primary source of income.

Then during the Corrida Colosseum tournament there was a cactus-like character, I forgot his name but he was nicknamed the weapon thief or something, who even 'thanked' Luffy for raiding Impel Down and setting loose all those convicts as he made a killing hunting them down. Two of the other participants, Jet and Abdullah, I think were originally bounty hunters too.

Just before the time skip we saw several people trying to capture the Thousand Sunny to cash it in.

The truth is bounty hunting is a highly lucrative business as long as you have a sense for adventure, are reasonably strong and don't mind the danger. Oda might not have given it that much attention, however there is little doubt that bounty hunting is a rather popular activity in the OP verse. Of course the higher a bounty is, the lower the amount of people will be that could possibly cash it in. On top of that most of the ones that could do it, would most likely already be allied with someone (pirate, marine, RA) which would make it impossible for them to receive their reward. But what should the WG do then? Stop raising bounties after a certain point? That doesn't really make much sense as the most dangerous individuals are worth nothing?

Bounties also have other uses. They give an indication to people how dangerous a person actually is and it might make the one who has a bounty placed on them more nervous. There have been several instances where people, who had a bounty, started to become agitated because of it as even if you can beat all of the hunters, it becomes nerve-racking if you are harassed endlessly by them. Good examples of that are Robin and Duval. When Kizaru arrived on Shabondy there was a regular guy who tried to shoot him as he hoped it would make him famous. There was of course no bounty involved, but there are many people who reason the same. When the Strawhats where strolling around on Shabondy pre-time skip, they were endlessly pursued by hordes of bounty hunters and one of them even explicitly said that if they could catch just one of the Supernova's, they would be set for life as they were worth over a 100m.

Even if it is likely that some bounties might never be cashed in, they are certainly not without merit.

But wouldn't it have been cool if there was at least one strong Bounty Hunter who sailed around the seas by himself like Mihawk (or even with a small group of fellow bounty hunters) who we got to see during one arc where they actually defeated a powerful pirate and then cashed in on the bounty?

We could've also gotten a little more panel time for someone high up in the Marines/WG..

Oda could have done something really cool if he wanted to.

That's subjective and relative as Oda can't focus on every little single thing in his universe. In the end what you are talking about is merely the act of delivering in a criminal in exchange for a sum of money, which would be in most cases an almost mundane task. Following the way how the Marines are organized, for small bounty heads you probably just go to the nearest Marine station. To deliver higher bounty heads (which is what you have in your mind and would in an overall perspective be a small amount in comparison) you most likely would have to go to a more specialized institution, but then you are in the situation I described before: most people of that caliber are already in some kind of organization, which on one side would make it hard to hunt them as you are not hunting a single person, but an entire group and on the other side why would a hunter that strong not have joined himself a powerful institution?

Frankly the situation you are describing is almost non-existent. The only thing that somewhat resembles it, is BB catching Ace and see to what that led: a war between WB and the Marines while BB backstabbed the latter and became a Yonkou. Don't forget that bounty hunters rarely have a good reputation and are in most cases borderline criminals themselves.

The act of beating a powerful pirate has occurred many times in the series. Whether a bounty hunter is involved or not makes no difference. There is nothing cool about someone cashing in on a mediocre pirate and at this point in the story spending time on a non-relevant powerful character would only distract the plot. You can't forget either that all the Strawhats are bounty heads and they are the main characters here, so you are requesting a situation where a powerful bounty hunter tags up with a group of bounty heads to hunt another bounty head. Even if you disregard all of the previous and this situation occurs, I doubt Oda would give much attention to the actual cashing in as even BB was raised to the position of Shichibukai off panel.

Personally I think you're too hung up on the specific usage of the term "bounty hunter" as the line between that and other occupations is a blur. Baroque Works for instance was officially a bounty hunting organization, but strictly speaking they were in fact pirates as they were subordinates of Crocodile. Zoro likewise hopped rather easily from bounty hunter to pirate.

Again 20 words or less

But I agree the lines are blurry between the jobs. I just personally feel the motivation would be the big trade off, marines are motivated for "justice" pirates for fame and freedom but bounty hunters just do it for their jobs .

And even though we seen major take downs they walk away with no money from it. It's like the pirates and marines don't take either down because they want to all the time but because they have to.

Look at luffy fighting isn't his main goal his main goal is adventure which leads to fights so he can continue the adventure. Bounty hunters would look for fights so they could enjoy the money.

What's more than likely is a notorious pirate crew would hire some shmuck, give them a tiny portion of the bounty, which is still usually a ****ton of money, and then the shmuck would either give it to the crew and be faced with threat of death if he didn't.

Well that's what Shichibukai is for. They are known pirates that faced Yonkous before and are strong enough to do some type of damage to them. Usually they'll have the support of a few marine officers to get the job done.
