No, it's a pretty easy match for Minato. SM Jiraiya is a far better ninja than Danzo is yet deemed Minato to be a better ninja. The only advantage Danzo has is his superior reaction speed and Izanagi (as not to fret over his opponent's counter-attacks), but that's rendered obsolete by Minato's own reactions and Hiraishin.

Danzo's Ninjutsu is no issue and Danzo's CQC prowess through Izanagi doesn't remotely compare to Minato's speed. He gets negged for 10 minutes straight. Afterwards, Danzo drops dead immediately.
