chunin exams also allows cheating during tests..so no Boruto ain't a cheater!

The purpose of the first exam was to test the Genin's abilities to gather information, it was specifically designed around cheating. The rules of the exam were only ever "If you get caught", with a lovely dose of Exact Words.

Naruto specifically told Katasuke that he would not allow the use of the Wristamajig (They really need a name) in the Chunin exams. There's no loophole in that.

Chuunin exams are tests where you can prove your true abilities as a Ninja - not as robot and its devices (btw the guy who gave it to Boruto is so fodder it's shameful).

4- becuz using technological devices is same as using ninja tools ( kunais, and churikens) ...i dont see any difference..

5- becuz chunin exams is for fodder ninjas : all strongest naruto characters never took it or passed it : Madara,obito, naruto sasuke...

The device doesn't use your chakra rewatch the movie. The movie it clear states that it doesn't consume your chakra giving you the edge.
And Ashura path is formed using yin yang and regenerates it's weapons + using chakra.

4) Kunai and shuriken are ninja tools that one must first learn to use effectively then incorporate into a working strategy. The device Boruto used could pontential again allow a baby to launch a TBB so no they aren't the same.

5) Madara(chunin exams didn't exist), Obito(took exam twice passed on the second time), Naruto/Sasuke(you don't have to win the chunin exam to pass it)

The chunin exams directly forbid *BEING CAUGHT* cheating in the first round. If you can get away with it, you get away with it. If you are caught, too bad. Boruto was caught. That is all that needs to be said.

The first exam did not disallow looking at other students answers, it penalised you if you were caught. In direct contrast to this, when Boruto took the exam, Naruto had specifically said that he would not allow usage of the Ninja Device.
