Well Orochimaru and Kabuto killed children and Orochimaru is now free to experiment on his clone children still and Kabuto is running an orphanage. Obito also tried to kill Naruto as a baby and is the coolest guy. So ultimately who cares what you do to children because you will get away with it anyway.

Yes, Itachi did kill lots of kids. That doesnt make him any worse of a person, as its rather hard to top genocide as a crime. Plenty of children are killed in the series, thats one of the downsides of sending children to fight eachother to the death.
