Not sure if serious.
Its unlikely though.
The intro dude has a different skin color than the announcer/referee.
The intro dude does not have an antenna, unlike the announcer/referee.
Even if it was a transformed state, the intro dude is not from universe 6 or 7, whereas the announcer/referee likely was, as the previous tournament was between universe 6 and 7.
Not everyone who looks similar is of the same race.
For example earthlings and saiyans look similar, but they are from different races.
The announcer/referee was scared of relatively small attacks, whereas the intro dude seems super tough.
Therefore it seems unlikely to me that they are the same person.
However its not impossible.
