Danzo the weakest he ran from a blind sasuke and lost can't see any other person losing to sasuke at that point in time. Orochimaru in his prime lost to old hiruzen so how he so low on the list and that's all I'm going to say we all got our own opinions..

He lost to a fully healthy ms Sasuke who is stronger than the guys below Danzo. Danzo would beat the guys below him.

Orochimaru can use ET so he would beat Hiruzen in a fight. All the other people above Hiruzen are clearly stronger than Hiruzen.

But he was able to use ET when they first fought and he did and lost so you need something better then he can use ET .. that was a sasuke who just passed out minutes ago and besides that I can't see him beating any of the people under him definitely not jman or tsunade and I'm not even a fan of hers but like I said before everyone got their own opinions
