A Bjuudama from any Bijuu excluding when they're enhanced by Naruto's chakra are well outside God Tier, so it's realistic that he can. The only reason this uncertain is based on the volatility in character's strengths as well as lack of feats (which is pretty lazy). I'd say he can just because there's really nothing going against it.

Idk, when Naruto was in 3 tail mode he was able to produce laser blasts strong enough to force Oro to use Hashi's gates and Naruto was nowhere nears a bijuu's level. Imo all bijuus have bijuus are god tier since they're a portion of the Juubi, but transmigrants are a higher level cause they have a portion of Hagormo's chakra.

That's a bad translation. I've confirmed it myself a long time ago. Madara doesn't even have Susano'o activated when that happens, and he has no reason to considering that he wasn't fighting the Kage, but rather his clones were.

Madara used Susanoo to amplify his own ninjutsu, it's not the same as Sasuke who was able to make Susano use chidori, Outer Path and Enton. And again, if Sasuke can handle a chakra mass of 9 bijuu a ball of chakra isn't doing shit to him.
