Feelings of love and hatred comes for a reason. Hinata had her admiration for Naruto all that time while Sasuke hated Itachi for wiping out the uchihas.
Hinata as we know her , has little to no personality . I think that was from her struggles with her clan and her father , she was seen as a failure by her whole clan , and her father kept treating her like shit and kept telling her that she is worthless (ugh , this word , I used to hear it from my father , and it really kills the confidence in you) , and he hated her existence to the point that it didn't matter for him if she was dead or alive . and she was also hated by the side branch , and her own cousin tried to kill her
so of course she lacked confidence , but she saw that there was a kid who is struggling more than her (*cough* Naruto) ,
Naruto was hated and treated like shit by everyone in the village , yet he was always smiling , and he never weaver , he never give up

I already explained this , the whole series was about a yaoi relationship between Naruto and Sasuke so there was no place for romance in it , and I think that the reason that Hinata's confession was ignored , was to keep Naruto more focused on his dear Sasuke
