If it is true that Hagoromo meant Ninshu, why say Hagoromo gave only power to Ashura and next he says this time he divided the power between Ashura and Indra, which are Naruto and Sasuke.

Had he targeted that area that would've been a direct hit and probably an insta kill, but instead Naruto chose to target metal part of Sasuke's headband almost completely nullifying the damage.

My thoughts are that Indra had maybe a couple of MS abilities when Ashura's power bloomed and matched his own and had developed more MS abilities by the time Ashura received RSM. Just a hypothesis since I haven't seen enough information for an actual answer since simple Ninjutsu alone shouldn't be able to match RSM.

No they don't. You've seen how powerful Naruto and Sasuke became after each receiving half of Hago's chakra. Do you really think if Hago had given all his powers to Ashura who already equaled Indra, Indra would stand a chance against him even if Indra mastered a few ninjutsu for which ofc there is no proof.
