first , the strike wasn't pointed to the head , and it didn't have much impact to get through Kisame hard shark skin ,

now , lets put this to a realistic point of view , you can't strike the vital points of someone who is armored but you can still push him

(just like when Neji pushed Kisame but his strike didn't have much impact to make it through his hard shark skin to the vital points)

and Kisame was able to tank this for the goodness sake
