Tobirama was born during war raised in battlefield. thus he has learnt to endure when he was about 13.
tested by the world when two of his younger brothers died at the urge of war. he was the one to discover and report the regular meeting between madara and his brother.. his nature was manipulated, played by and modified by the coldness of war. how tough he was?
He was the first to play by the rules, make the rules and modify the rules. He was ridiculously strong mentally and physically took down uchiha day in and day out.
eventually Tobirama Killed Izuna. Madara's brother during combat. it wasn't because he wanted to **** up with madara or anything. he only wanted to protect what's left of his family.
things escalated messed up events happened. peace brought up but tobirama had to stick with his beliefs. in order to bring stabilization. Hashirama became first hokage. while tobirama remained realistic and continued investigations in the shadows to prevent any attempts for treason from Uchiha's side.
tobirama being realistic and politically the best helped Hashirama alot since he wanted to give bijuus for other villages for free.
peace was kept for some time eventually tobirama started training his own three-man team consisting of Hiruzen Sarutobi, Homura Mitokado, and Koharu Utatane.
after Hashirama died.. Tobirama became the second Hokage. He was the first to teach the villagers to value the village instead of just valuing just the clan. He is the god of Saiton water style techniques..
he was the one who created:
1- Academy.
2- the Anbu.
3- the Chūnin Exams.
4- konoha police force which led by Uchiha.
tobirama created jutsus like:
1- kage bunshin, tajuu kage bunshin.
2- Edo tensei, reanimation technique.
3- hiraishin. flying thunder god (teleportation)
4- Bringer-of-Darkness. and so many jutsus.
the first three organizations he created were very successful other villager adopted them.
just like Hashirama, Tobirama tried to foster good relations with the other villages. First Shinobi World War, Team Tobirama, as well as Danzo, Torifu Akimichi, and Kagami Uchiha found themselves surrounded by Kumo's Kinkaku Force.
With no way for all of them to escape, Tobirama volunteered to act as a decoy in place of Hiruzen. As he departed, he passed the title of Hokage to Hiruzen, before being killed by Kinkaku.
in my opinion Tobirama is the ideal hokage. he was capable of creating the village system that is until now being used. he's the best
