I want say Shikamaru but im leaning more towards Kabuto based on his prep for the 4th Shinobi War

Shikamaru in terms of quantity of planning moves ahead takes this quite safely.

Kabuto simply had historical, medical and contextual knowledge to plan all the edos. As strategic as he can be, his edos weren't spectacularly placed or anything. He DID organise formations of war just like Shikaku and the alliance had to though, interesting possible feat- it's not Kabuto's specialty though.

I'd say maybe Kabuto though he haven't really shown anything to prove my claim. But neither have Shikamaru tbh. He's never preped for something that he knew nothing about everytime he had prep he knew of enemies powers.

He had no idea he would be able to lead hidan to the trap he set for him.

Im just saying shikamaru had no idea how the fight would go or if they would even last long enough for him to lead hidan to that trap.
it was just a plan, but it was already laid out nevertheless

Shikamaru is superior when cooperating with a team and devising a strategy in advance in respect to what Shikamaru anticipates from his opponent while Kabuto's acute perception of those around him enables him to decisively assemble traps as a diversion or an escape. Shikamaru hinges on substantial knowledge and extensive amount of time while Kabuto isn't constrained by this. This is largely dependent on the circumstances to be honest.

I think he did though. If I remember right he knew Hidan would run off if his opponent took off. I think it was in the manga where Choji/Kakashi said something like "everything is going according to Shikamaru's plan" because he knew his opponents abilities and personalities.
