Yeah, but he's no transmigrant, has no Uzumaki body and those weren't originally his eyes, unlike Madara who covers at least two out of those three requirements

He's not a transmigrant so his control over Hagoromo's power is very limited compared to Sasuke and Madara

Madara wasn't missing a heart near death and being controlled by rods implanted in his body, that's why it seemed so effortless.
But I don't know about transmigrants is a huge factor considering that Nagato used the rinnegan better than everyone else and created more jutsus with it.

Nagato was able to use both rinnegan quite efficiently and he wasn't a transmigrant. Ofc he couldn't use its unique powers like limbo but otherwise he was completely able handle two rinnegans. So uzumaki/senju should be able to use both eyes even without being a transmigrant but a uchiha needs to be a transmigrant plus needs Ashura transmigrant's DNA to awaken and use the Rinnegan. SO Obito had Hashi DNA but he was no tranmigrant himself and thus was unable to use both the rinnegan.

He only implanted one because he wanted to control the Juubi's shell (Gedo mazou) and he also wanted to keep his MS Sharingan for Kamui. He can handle both rinnegan like Nagato, but he cannot use it fully like Madara does when he revives himself.
