What are they and how are they attained?

There is a star under posts, you can click on it to give reputation to people that posts. It's right next to the triangle that is like neg rep.

They're basically virtual validation points, sort of like "likes" on facebook. They hold no value on NB or irl. You obtain them through other users who choose to add or remove points from your reputation.
