S1: Susanoo arrows are a problem. If Jiraiya can form a Chou Oodama Rasengan to block and deflect the arrow with its rotation he can possibly win by paralyzing Sasuke with Frog Call and using his swamp to sink Susanoo. If Susanoo arrows can just pierce straight through his Rasengan then Jiraiya can't win.

S2: Nothing changes from S1.

S3: Sasuke wins.

Without amaterasu it'd be really difficult for Sasuke to win considering MS takes quite a toll on chakra and the body. If Jiraiya is able to avoid Sasuke's attacks using justsus to hinder vision and wears him out/attacks him using his SM senses then Sasuke would be in a difficult position in both scenario 1 & 2. I remember Maa and Paa have a few jutsus that can achieve that.

Scenario 3 whoever gets to attack first with their ultimate technique. In Jiraiya's case it'd be the genjutsu and for Sasuke the amaterasu.
