Characters who deserve less blame for things that happened:
Boruto
Suigetsu & Jugo
Obito & Kabuto
From Naruto's point of view he views all former world threats to the Ninja System as products of Black Zetsu. Which...relatively speaking they are. All that matters to Naruto is how can they benefit the world now and if darkness is in their heart in the present. Which for Kabuto, Obito and Sasuke- it isn't. Naruto can literally sense evil after all.
Why he treats victims like Jugo & Suigetsu who did little wrong but babysit Sasuke is funny because he's clearly still slightly sore after all that time with no Sasuke.
