Sasuke was a brat of a villain and all of his great moments as a character (or having any depth) come from when he's showing vulnerability or respect for others. Adult Sasuke, Sasuke showing tears, Protecting his comrades etc.
When he's on a revenge spree or trying to kill the Kage he's Shadow the damn Edgehog.

The peak of Vegeta's character is undoubtably his late DBZ days. In special the moment he sacrifices himself to try and kill Majin Buu. That is the best character moment in DBZ, and its not just that. He actually is mature enough afterwards to admit that Goku has indeed surpassed him during the Kid Buu battle.
The peak of Vegeta's character is his re-redemption arc in the Buu saga, and I dare you to prove me wrong on that much.
Vegeta's sacrifice was amazing. I remember it like it was yesterday.
Until Akira shitted on it and trolled Vegeta bringing Buu back the very next chapter
